Sponsored Projects Administration

Non-federal sponsors include nonprofits, industry partners, healthcare institutes and hospitals, international institutions, foreign governments, associations, local and state governmental entities. Non-federal sponsors also include other institutions of higher education.

Regardless of whether or not it is a sponsor requirement, it is required for SPA to review and approve proposals before submission to agency.

NON- PROFIT SPONSORS

Some sponsor systems are used strictly to submit proposals and others are for pre-award and post-award management of the application and award. Some industry sponsors have separate foundations that provide grants or fellowships which may have special guidelines. SPA will verify foundation non-profit status.

  • AMERICAN HEART ASSOCIATION (AHA)

    Use for proposal submission.

    Principal Investigators (PI) create the proposal in Grants@Heart and chooses “Carmen Martinez” as the Grant Officer before routing to SPA via Cayuse to request proposal submission.

  • ROBERT WOOD JOHNSON FOUNDATION

    The Robert Wood Johnson Foundation funds a wide array of research and initiatives to help address some of America’s most pressing health challenges. They fund program and policy initiatives in four areas which are each critical to health equity – enabling everyone in our nation to live a healthier life:

    • Health Systems
    • Healthy Children, Healthy Weight
    • Healthy Communities
    • Health Leadership

    LOI’s will be signed by SPA’s Authorized signing officials. Full applications are completed in RWJF online application portal. Please ensure that the Authorized Official is Carmen Martinez and the Financial Officer is listed as Michael Tramonte with the following address for payment purposes: The University of Texas Health Science Center at Houston. P.O. Box 301418 Dallas, Texas 75303-1418. 

  • TIRR FOUNDATION MISSION CONNECT

    Mission Connect was founded by TIRR Foundation and a core group of premier scientists, physicians, and venerated philanthropists. The principles on which they structured Mission Connect were as simple as they were novel: environment, focus and strategic funding. There was a consensus among the group that if scientists in related areas of neurobiology were given a collaborative environment in which to interact, pose questions and share information, the pace of discovery would accelerate. Secondly, the pursuit of basic research was identified as an essential first step from which applied science would grow. Lastly, funding from Mission Connect would have the greatest impact when awarded to the best and brightest scientists with the most promising exploratory studies considered too risky or emergent to attract federal funding. Early funding from Mission Connect would allow these scientists to compile the preliminary data needed to apply for larger funding from major donors.Please be aware that Mission Connect applications require institutional signature for submission.

  • MICHAEL & SUSAN DELL FOUNDATION

    Seeks to identify, test, refine and grow non-obvious solutions to big, obvious problems. Since 1999, they have committed $1.518 billion to non-profits and social enterprises in the United States, India and South Africa. They believe that through this work, they can transform the lives of children living in urban poverty today and improve the future for every generation. The Michael & Susan Dell Foundation only accepts unsolicited proposals for specific areas within the education, family economic stability and childhood health sectors in select countries where we work, namely the United States, India and South Africa. Generally, the foundation does not provide grants to support:

    • Individuals  
    • Medical research projects
    • Event fundraisers or sponsorships
    • Lobbying of any kind
    • Endowments

  • VALLEY BAPTIST LEGACY FOUNDATION

    The Legacy Foundation funds organizations that improve the quality of health in the lower Rio Grande area. It is our goal to work with others – both financially and strategically – to measurably improve the overall health in our area in the short- and long-term. If you work with a qualifying organization striving to achieve the same goals, please consider applying for a grant.Valley Baptist Legacy Foundation has its own submission portal but Letter of Intent will need be signed by Signing Official.

Non-profit Organizations using proposalCENTRAL

PIs must create their own  accounts. The PI must give SPA access, and SPA submits the application on behalf of 黑社区Health. This system is used by many non-profit organizations including:


Steps to give SPA access:
  • Log into proposalCENTRAL and open the proposal.
  • Select ‘Enable Other Users to Access this proposal’.
  • Enter ‘preaward@uth.tmc.edu in the ‘User Selector’ box, select ‘find user’.
  • Carmen Martinez should be listed in ‘Proposal Access Rights’.
  • Type her role into the relevant box – i.e. Business or Signing Official.
  • Use ‘Permissions’ drop-down to select ‘Administrator’.
  • Select ‘Auto Notify’ to send SPA auto notifications for this proposal.
  • Select ‘Accept Changes’.

Patient-Centered Outcomes Research Institute (PCORI)

The Patient-Centered Outcomes Research Institute (PCORI) is an independent, nonprofit organization authorized by Congress in 2010.

Its mission is to fund research that will provide patients, their caregivers, and clinicians with the evidence-based information needed to make better-informed healthcare decisions.

PCORI Online is a “one-stop shop” for all aspects of the award lifecycle: from proposal submission to reporting and management.

  • The PI gets access to this sponsor system when initiating a proposal.
  • SPA is the Administrative Official (AO) in the system.
  • Use preaward@uth.tmc.edu when assigning an AO to your proposal.
  • Ensure that SPA can “View PDF” in the system.
  • SPA (as the AO) approves the proposal online.
  • PI submits to the sponsor.


STATE AGENCIES

Cancer Prevention & Research Institute of Texas (CPRIT)

CPRIT grants are state funds from the state agency created when voters approved a constitutional amendment in 2007 establishing the Cancer Prevention and Research Institute of Texas (CPRIT) and authorized the state to issue $3 billion in bonds to fund groundbreaking cancer research and prevention programs and services in Texas.

CPRIT’s goal is to expedite innovation and commercialization in the area of cancer research and to enhance access to evidence-based prevention programs and services throughout the state. All CPRIT-funded research will be conducted in state by Texas-based scientists and reflect CPRIT’s mission to attract and expand the state’s research capabilities and create high quality new jobs in Texas.

  • PI will need to create profile in system.
  • PI will designate Carmen Martinez as Application Signing Official on the “Contacts” tab of application.
  • PI will complete application and mark all tabs as “Final” before routing application to SPA in Cayuse system.


INDUSTRY SPONSORS

Limit preliminary discussions with prospective funding sources to the scientific aspects of the work. Full proposal documentation requires SPA approval. 

There are many situations that may require a separate agreement between the 黑社区Health and the collaborators prior to the funding agreement.

Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs

SBIR is a federal program to provide research and development funding to small business concerns to stimulate innovation with a potential for commercialization.  The small business entity partners is encouraged to work with an institution of higher education.

STTR is a federal program to facilitate cooperation between a small business concern and an institution of higher education, with the results having potential commercial value.

Both programs typically have three phases:  Feasibility study, R&D, and commercialization. 

Applicants to an SBIR or STTR program are the for-profit entities.  In order for 黑社区Health to participate, the small business includes the 黑社区Health proposal within its proposal to the federal agency.  If awarded, the small business issues a subaward to 黑社区Health.
